When Lily and Chloe passed I found a quote I loved. I cannot place my hand on the quote, but it goes something like this. Dogs have life spans that are much shorter than ours. If they lived any longer it would make it that much harder for their human lovers to endure their passing. It is just God's way of helping us through their untimely departure.
